Conditional properties for a custom field don't work

Conditional properties have been defined at system level, but for some users they don't work. The properties don't change based on the configured conditions?

It might be specific values/properties/conditions have been defined at workgroup level. When a user belongs to that workgroup, the workgroup level configuration will override the conditional property setup at system level.

If the conditions defined at system level should be valid for all users, delete any specific setup at workgroup level.
