Cannot restrict project access to role at step in workflow

SYMPTOMS
When trying to restrict access in a workflow it is not working.
On project workflows we have some steps that have restrict transition access setup to a particular role, but users without that role are being able to transition it.

REASON
In order to have the access from one status to another restricted by role, the access restriction needs to be on the transition, not on the step.

 

 

RESOLUTION
If the access is not restricted on the transition, then anyone with access to the other steps can see those statuses in the project. In order to restrict users from changing the status when the project is at a particular step, then the transitions to the other steps (statuses) need to have the restriction.
