Fixed Fee actuals missing from "Budget vs Actual by Item" Cognos accelerator report

According to the Changepoint-Cognos Reference Guide, the actual amounts in budget columns are the amounts in the past fiscal periods as of the last time that the Calculate actuals process was run on the budget. 

The report therefore shows actuals in past periods. If the invoice date was in the previous fiscal period, you would see these actuals in the "Total actual FF billing amount" column.
