Removing the fiscal period from a project changes the method of planned hours allocation to automatic

This is working as designed. Removing the Fiscal Period from a project will remove any manual planned hours allocations from a project by replacing the allocation with an automated one where the planned hours will be distributed evenly between the planned start and finish dates.

This is because without a fiscal period it is not possible to manually allocate effort into individual weeks or months (i.e. fiscal period).
