Cost rate updates are not propogated to engagements (CP2017)

SYMPTOMS:
After adding new cost rates for the billing roles, selected engagement statuses for the engagements to be updated, however none of the engagements are updated.

REASON:
"Auto-update cost rates" flag is not enabled on the engagement.


RESOLUTION:
Enable the "Auto-update cost rates" flag on the engagement for the new cost rates to be updated for the selected engagements
