When using Daily Rate engagements why does the hours and days columns in the Time table allow for 3 decimals where are the hours and days columns in the InvoicedTime table are limited to 2 decimals?

Invoicing only supports 2 decimals in version 2012. It supports 3 decimals starting the 2014 release.
