What determines the user id recorded in the UpdatedBy column in the project table

  1. Last updated
  2. Save as PDF

The 'UpdatedBy' userid is determined by the user who last edited and saved the record, or the last user that did a project rollup.
In cases where a project rollup is automated by a nightly job, the project manager's name would be used as the 'updated by' since a user cannot determine if the project rollup is automated. Additionally, if a user did any time approval delegation, it may also cause an update to the project.
