This job is not designed to filter if the project is closed or active. It will exclude engagements at a status that is configured as not billable in system manager, billing offices.

In order to stop the notification emails, change the engagement status for those that are completed, i.e. not leave them at "work in progress" or at any other status that is billable. Make them "closed" or "completed".
