Page cannot be displayed with SSL/TLS settings v2012 SP2

Symptoms

Customer at a corporate level is trying to disable some IE settings, specifically SSL 3.0 and TLS 1.0. These are found under Internet Options > Advanced (Scroll to bottom). It was found that when both of these are unchecked, Changepoint stops working with the message below:
We are using HTTPS for SSO with Changepoint. We are trying to understand why this is happening and if it is actually the application that requires them to be turned on.

Error/Warning messages
The page cannot be displayed

Reason

By default, these protocols are disabled in Windows Server 2008, Windows Server 2008 R2 and was therefore disabled on the server.

The protocol operates at the transport level for server/client communications and is a requirement of the browser for message integrity and not specific to Changepoint; this is a Microsoft IIS requirement and both protocols cannot be disabled.

If you use SSL you need to have at least one TLS option selected for security.

Resolution

To enable or disable the protocol, you must enable or disable on both the client and the server computer.
TLS 1.1 and TLS 1.2 can be enabled via registry on the server for the options to be selected via the browser.
