Why does the Reset Workflow State Instance page lists workflow states that are not used in any workflow?

The current design assumes that the System Administrator first determines the specific workflow and the state to put the request into, before coming to this page for resetting the workflow state. There may be several workflows for different purposes, therefore the list may have several irrelevant states from other workflows, in addition to the states that are used in the target workflow. The System Administrator is expected to select the desired state, the state that is already identified before coming to this page, among the listed items.
