When creating an opportunity, the user does not see all Billing Offices in the drop down

This is because the logged user is assigned a Base Currency (User profile - Payroll Section). The billing offices that will be available on the Opportunity dialog are those for which at least one rate has been defined for the same currency of the user's base currency. Of course, access to billing office and undeleted records are also applied filters. 

To solve this, define Billing Office rates for all currency used.
