Cannot View Expense Reports in Archive database

QUESTION:

The data is archived - I can see the expense report in the archive database table but the report and its attachments are not visible in the web front end.

REASON:

Logged resource didn't have access to the workgroup of the resource who submitted the expense report

RESOLUTION:

Give access to the workgroup
