Error when opening the resource management worksheet V2014

Symptoms

The resource management (or the project worksheet / scenario comparison window) view does not open. The error message displayed to the user is generic:

Error/warning messages

'Debug strings not found....' message.

An additional error message can be found either by doing an HTTP trace or in the windows event log:

WebHost failed to process a request.

Exception: System.ServiceModel.ServiceActivationException: The service '/DataServices/ResourceManagementViewService.svc' cannot be activated due to an exception during compilation.  

The exception message is: Memory gates checking failed because the free memory (111267840 bytes) is less than 5% of total memory.  As a result, the service will not be available for incoming requests. 

To resolve this, either reduce the load on the machine or adjust the value of minFreeMemoryPercentageToActivateService on the serviceHostingEnvironment config element..

Process Name: w3wp

Reason

The error indicates that WCF (Windows Communication Foundation) does not find enough memory to activate the service that provides the data to the resource management worksheet (or project worksheet / scenario comparison window).

 

Resolution

When this error occurs very which is seldom and not systematically, restarting the web server will solve this issue.

In case this happens frequently, the web server memory should be increased.
