Engagement does not show up under Transfer Time and Expense

Symptoms

There is an engagement that does not show up under Transfer Time and Expense functionality.  We know the time or expense records for that were approve and not invoiced. The  RevRec job was running at one point but we cannot verify if this is the result of the job. How can we verify if that impacted the engagement and prevented that from appearing in the Transfer T/E?


Reason
This engagement was locked for revenue recognition, thus it is not possible to  transfer the time and expense records associated with that.
This can be checked by looking at the Revenue tab of the engagement and verifying that the "Lock desubmit time" and "Lock time and expense transfer" check boxes are selected. If the RevRec Tentative process was against this engagement but never committed the data, it will not show up for transferring T/E

Resolution
To address the issue, the data should be committed which will unlock the engagement. Or the engagement can manually get unlock the from the Revenue tab on the engagement dialog.
