Issue with Functions

SYMPTOMS:
On the resource search screen, the function section does not list all the functions. There are functions set up in the System Manager section that are not appearing.

REASON:
No users are assigned to that function so they are hidden.

RESOLUTION:
Assign the function to the users and it will show up as a searchable option.
