Error installing Microsoft ARR component of Cognos 11 on web server without Internet access

Symptoms

When installing Cognos 11 website components on a web server that does not have access to the Internet, the installation of Microsoft ARR (Application Request Routing) fails. The ARR installation log file (C:\Program Files (x86)\Changepoint\Changepoint\InstallLog\ARR Installation.log) shows the following:

InternetOpenUrl returned 0x80072EE7: Unknown error 12007

at Microsoft.Web.PlatformInstaller.ManagedWinInet


Reason

The Microsoft Web Platform installer tries to connect to the Microsoft site, which requires Internet access.

Resolution

When this error occurs, the Changepoint installer tries to install ARR using the MSI installers provided with Changepoint.

The web component installer log file (C:\Program Files (x86)\Changepoint\Changepoint\InstallLog\Changepoint Cognos 2017 SP1 Web Component Installer) then shows the following error:

WARNING: Application Request Routing (ARR) and URL Rewrite could not be install using Web Platform Installer. [Error Code = -1]
Proceeding with installation using the packages found in the Utility folder of the media.
- Stop IIS Web Management Service...
- Installing External Disk Cache...
- Installing URL Rewrite...
- Installing Application Request Routing...
- Application Request Routing (ARR) and related components have been installed.

To summarize, if you encounter "InternetOpenUrl returned 0x80072EE7:" but the installer log file includes "Application Request Routing (ARR) and related components have been installed." then the first error can be ignored. If the message that ARR has been installed is missing, please contact support.

Note: You might have to restart the web server for IIS to show the new ARR component.
