Are BillingOffice and Global Workgroups linked together somehow in order to be able to map a glabalworkgroup with a billingoffice? For each globalworkgroup, there are corresponding billing offices and there is a created custom table to match them?

There is no association between BillingOffice and Global Workgroups. A billing office is associated with a workgroup (and affects closed periods functionality) but not for a global workgroup.
