Is there a way to setup configurable fields for Billing Offices or Global Workgroups?

There are no configurable fields available for the billing office or global workgroup.

Use the global workgroup 'description' field to store additional information, or set up an engagement configurable field and use a dummy engagement to store that value; one dummy engagement per billing office.
