Month-end Close Revenue Recognition issue

Question
Our time submission is currently done on a weekly basis, using a weekly fiscal period which runs from Saturday to Friday.
For all full-time employees, we currently require a minimum of 40 hours before timesheets can be submitted.
When a given month ends mid-week, depending on the day, we have found that we are unable to include a considerable amount of revenue for the month (and quarter), because billable hours have not yet been submitted/approved for that week.
Are there ways we can configure our system differently that would help avoid this situation?

Switch to daily submission on the resource profile and update required hours to 8.
