Request attachment available even if the resource has no edit access for workflow state (2010)

Question:
A resource has no Edit access for the workflow request state however he/she has the feature to Edit Request.  On the Request profile, the resource can click on "Actions - Edit", the edit page is disabled but the Attachment button is active.
Why attachment is allowed although edit access is restricted ?
 


Answer:
Adding an attachment is not considered to be a modification.
A resource that has the feature "Edit Request" is allowed to add attachments on requests where he/she has no edit access for the current workflow state.
