This is a known IBM Cognos defect that occurs only when using Internet Explorer for which the "Open links from other programs in a new window" option has been set.
You can avoid this error by doing one or both of the following:
- Use a different web browser, such as Chrome
- Use Internet Explorer but uncheck the option "Open links from other programs in a new window", in Internet Options > General tab > Tabs.
