Create Request is missing from Project Actions menu for one project manager

Symptoms
Create Request does not appear in Project -> Actions menu, for one project manager only.

Reason
User has only view access to the Support Desk that is selected in the engagement.


Resolution
Make sure that the conditions below are true:

1- verify request processing rules for the engagement (contract): there must be at least one request type, with "Available to Changepoint users"

2- verify if user has both the view and edit access to the Support Desk that is selected in the engagement

3- verify if user has access to the billing office that is selected in the engagement
