QUESTION:
Is the currency shown in the User Setup -->Confidential-->Billing and cost rates--> the Base Currency of the Resource ?

ANSWER:
The Expenses get converted to the user’s base currency which is under the Payroll Information section. The currency in the confidential, rates section is irrelevant.
