QUESTION:

The customer wants to have the base language in Cognos changed to Portuguese for all users. As of now, users need to individually log into Cognos Connection -> Preferences to change that. As we have over 7,000 users, we don't want to do it manually.

ANSWER:

This can be changed in IBM Cognos Configuration in the "Edit Global Configuration" in "General" tab the "Server locale" . After this Cognos Service needs to be re-started to take effect.
