Unable to disable schedules for Cognos reports Error 403 Forbidden

SYMPTOMS:
Unable to disable report schedules for Cognos reports.

ERROR/WARNING MESSAGES:
#403 Forbidden

REASON:
URLScan which is running on the webserver is rejecting the request because it contains an ampersand. So the IIS server returns the 403 error.

RESOLUTION:
The customer has to make a choice. They can do nothing, and accept the inability to use the "Disable All Selected Schedules" functionality in Cognos Administration.

Or they can remove the ampersand entry from the DenyUrlSequences section of the Window/System32\inetserv\urlscan\urlscan.ini file. This will increase there security risk slightly, but will allow them to use the full range of Cognos functionality.
