BME-SP-0032 Cognos Sync Utility is not recognizing the password / QE-DEF-0368 Password cannot be decrypted

Symptoms

The following error message is displayed in the UI of the Sync Utility upon revising or importing a model:

       250]  C:\Users\****\AppData\Local\Changepoint\Changepoint\Cognos Automation\model\Changepoint.cpf
[       15921]  BME-SP-0032 Your user id or password is incorrect. Re-enter your logon credentials.
[       15921]  Check messages to determine which errors occurred.  

Or similar error

[ 31234] QE-DEF-0368 Unable to decrypt user name and password credentials from the content store.


Resolution

This error can have multiple causes:

  1. Open the IBM Framework Manager in "C:\program files (x86)\ ... \bin\cogconfigw.exe"
    1. Navigate to Environment and ensure all Dispatcher URIs are set to http
    2. Navigate to Security > Authentication and ensure the "Allow session information to be shared between client applications?"  setting is set to false. (Source)
  2. Open the IBM Framework Manager in "C:\program files (x86)\ ... \bin\cogconfigw.exe", press the save button (even if there were no changes made to the configuration) so that the cryptographic keys are re calculated, they could have expired if the sync utility has not been used for a long period. If the regeneration of the cryptographic information fails, go to step 3 (reinistallation).

  3. Please make sure that the version of the  IBM Framework Manager matches the version of the Sync Utility. In case of a doubt, or when upgrading to a new version, both Sync Utility and Pre-Requisites need to be uninstalled and then reinstalled while the Cognos service is running.
