Why are time cost rates for a resource 0 in one engagement but greater than 0 in other engagements?

Scenario A

A resource enters time on the same day for two different engagements. The billing office settings are configured for the resource cost rate to be applied.

In engagement 1, the resource cost rate is applied to the time records.

In engagement 2, the cost rates are set to 0 for all time records.

Explanation

Resource level hourly cost rates were set up, but the daily cost rate was set to 0. The rate that is applied  depends whether the billing type of the engagement is hourly or daily. Daily was selected for  engagement 2 and therefore the rate configured for the resource is 0.

Scenario B

In reports that use Financial Analysis Summary providers, engagement 1 works as expected. However for engagement 2, some costs greater than 0 are shown despite the cost rate being 0 in the time table for all time records.

Some costs related to overtime show up in the Financial Analysis providers. For overtime, only one rate is configured at the resource level. This rate is applied to both daily billing engagements and hourly billing engagements when the total cost is calculated for the Financial Analysis data providers.

Resolution

On the resource profile, define both daily and hourly rates.
