Why does invoiced time not match the time entered for a request in the time sheet?

The minimum increment that is set in the Support Desk/Operations Center of the request determines the incremental amount of time to be invoiced regardless of the time amount that is entered in the time sheet.

For example, if the minimum increment is set to 15 minutes (0.25 hours), then 0.25 hours will be invoiced even when the time entered on the time sheet is less than 0.25.

Similarly if the time entered on the time sheet is 0.030 hours, then the amount on the invoice will be 0.50 hours (2 x 15 minutes).
