Unable to raise requests from the Actions menu in project profile

Symptoms:
A project manager can raise requests via the New menu option and assign it to a project, but has no options to create a request directly from the Actions menu in project profile.


Reason:
The user does not have access to the operations center selected at engagement level, therefore the user cannot create requests from the project profile.


Resolution:
Provide the user with access to the operations center that is selected at engagement level.
