Fields are not prepopulated when creating a request using a template

Symptoms:
When creating a new request, a template is selected. The request dialog should therefore be populated with the values in the template.

Reason:
The resource who is creating the request does not have access to the Billing Office that is associated with the engagement used in the template. As a result, the engagement value is not populated, causing the rest of the fields which depend on the engagement being empty.


Resolution:
Grant user with access to the Billing Office that is associated with the engagement used in the template.
