How to disable personal expense upload?

Is it possible to disable or control via feature the access to the personal expense file upload?
 

 

Answer
No, this is not possible. Every user who can enter expenses, can also upload an expense file. This is just a shortcut and does not give any new rights to the user. Uploaded expenses still need to be submitted and then approved by the expense approver.
