"Billing Office currency" blank in Opportunity Services

SYMPTOMS
In Services tab of an Opportunity, it occurs that some fields have a "billing office currency" blank although this field should be mandatory. Moreover, there are no values available for it. 


REASON
The "billing office currency" is not available because there is no configuration for it with an effective date before the start date of the service. 
 
RESOLUTION
Set a rate with an effective date before the start date of the service, in System Manager > Financial Management > Billing Offices > Rates.
