SYMPTOMS:
Report Budget vs. Actual by Item is reporting time that was invoiced and then credited as though it was invoiced time.

REASON:
The data provider for this built in report does not differentiate between invoiced time and time that had been invoiced and then credited.

RESOLUTION:
Create a report from Report Designer or Cognos where it shows the same information, this will use the built in data providers that will make the distinction between the statuses.
