Remove contractor from capacity but allow time approval

Question
We have many contractors that work alongside our IT staff. They work under contract for a while, and then leave, and in many cases return for another contract. These people submit their final time sheets sometimes weeks after their physical termination from employment. We need to take these contractors out of availability on a certain day; however, we also need to have our Resource Managers approve late time submissions.

Can you recommend a way to configure Changepoint to make these contractors visible to Resource Managers for late time approval but not make them visible to assign work? 

Answer
Suggested moving the contractor(s) to another workgroup, where “prevent users from over-booking resources” is selected, and put a 0 in the workgroup “percent available for project work”. If a project manager tries to assign that resource to a task that has any planned hours, they’ll get a failure message. They could, however, assign the contractor to a 0-hour task.
