Resource Qualification Updated Email sent to wrong resources. v2012
Symptoms
Email Template about "Qualifications updated" has been enabled in Changepoint.
It notifies the project manager and the resource manager that a resource's qualifications have been updated.
Error:
This email is sent to the appropriate resources but also resources that are resource managers of another workgroup.
Reason
Data issue in Workgroup OBS.
Resolution
To fix this data issue, edit the Workgroup in System Manager - User Setup - Workgroups,
set the proper parent workgroup again and save.

The cause of the data issue is unknown.
