Resource Request start/end dates cannot be modified (2012)

Symptoms:
Resource Request start/end dates cannot be modified after the RR has been re-opened, even if the editor has correct edit rights access.

Reason:
Defect in version 2012

Resolution:
Fixed in General Patch 16.01.135.000, including :
• When planning units for Project were set to Days, assigning a Resource in a resource request would multiply the planned hours in an attempt to convert days to hours.
• That the ‘Submitted by’ name showed on expense reports.
• When a resource with applicable edit rights was not able to edit the start and end dates of the Resource Request.
