Check if the Billing Office (cost structure or billing office) allows Time Transfer, in System Manager - Financial Management - Billing Offices (Cost structures), options :
-“Prevent Resources from transferring time between tasks on the same project”
-“Prevent Resources from transferring time between projects”

The engagement must have the option "Lock Time and Expense Transfer" unchecked.

Finally, resources appearing in the list have submitted time entries which have been approved and are not included in an invoice.
