Billing price for products billed through requests (effort and product)

Symptoms
We are invoicing products through requests and the billing rule 'Effort and Product'. When we add a negoatiated rate for the product into the engagement, this is not taken into account. Is this normal?

Resolution
This is working as designed. Engagement products created on the engagement are not relevant to the product billed via requests. A separate product is created for each request that is billed which has the billing rule 'Effort and product'. The price comes from the product record for products billed from requests.
