How to interprete first and second level approval date in the time workflow data provider?

Answer
When there are 2 levels of approval and when the first approval is done, we populate the field Second Level Approval Date.

When the second approval is done, we populate the field First Level Approval Date.

So while the field naming might be surprising, this does work as designed. This way, the field First level approval date always shows the final approval.

The fields can be renamed in the report for better understanding.
