Error "An existing project is being opened" when running Cognos Synch utility (CP2012 SP2)

SYMPTOMS:
Imported the new model into the customer environment and the synch to upload the UDF's the very first time fails with the following error:

REASON:
Configuration:
The Changepoint Connector was not configured on Cognos Administration which resulted in the Cognos Content Store database in being empty. 

RESOLUTION:
Configured the Changepoint Connector on Cognos Administration and the Cognos synch completed
