Why user with 'Process records in closed periods' feature cannot adjust time entries?

A user with "Process Records in Closed Periods" is unable to adjust time in closed payroll periods. The task or task assignment is not locked. The project is not completed. What is causing the issue?
 


 

Answer
The reason that time cannot be adjusted is payroll lag being passed. This makes the totals on the timesheet red. The  'process records in closed periods' feature does not override this. It only overrides the time being in a closed period that is set in system administrator. After increasing the payroll lag user can adjust the time entries.
