Where does the CreatedTimeZone value in Request table come from?

CreatedTimeZone field in Request table has values such as -5.5 which does not exist in the TimeZone table. Where does this value come from?

ANSWER:
CreatedTimeZone value is calculated based on the current time zone setting of the client machine, not the TimeZone table, therefore the values in CreatedTimeZone may be different than what is available in TimeZone table.
