What are the criteria for projects to be listed in the project drop down list, when creating a request using the Created/Edit Request dialog?

The project must be Active (e.g. not in Draft status), and either of the followings must be true for the user who is creating the request:
- the user is a default project plan editor at billing office level, or
- the user has edit access to the project, or
- the user has view access to the project, or
- the user is assigned to a task under the project and neither the assignment nor the task is locked
