COGNOS - Dispatcher won't start or not stopping to initialize (DPR-ERR-2109)

After starting Cognos, the service appears up and running, but doesn't accept any connections. When trying to connect, there is an error message that remains there even after waiting a long time (like 1 hour).

  DPR-ERR-2109 The dispatcher cannot service the request at this time. The dispatcher is still initializing.

This could be related to insufficient memory. To fix this, please follow the following steps:

1. Ensure Cognos is stopped. Check for any lingering Cognos processes in Task Manager and kill them if you see them, such as:

  • cogbootstrapservice.exe
  • java.exe
  • CAM_LPSvr.exe
  • BIBusTKServerMain.exe
  • BmtMDProviderMain.exe

2. Navigate to the cognos_location\javasharedresources folder

  • Delete everything inside this folder (do not delete the folder itself)

3. Navigate to the cognos_location\wlp\usr\servers\cognosserver folder

  • Find the folder named "workarea" and delete it

4. Open Cognos Configuration

  • Click on the IBM Cognos service node
  • Check the value for "Maximum memory in mb for WLP" and make sure it is as least 8192

5. Start Cognos
