Error when trying to transfer a user:"An inactive or deleted resource cannot be transferred"

When trying to assign a resource, the following message is displayed:
"An inactive or deleted resource cannot be transferred".


The WorkgroupHistoryMember table indicates that the resource had been deleted in the past, while the Deleted flag in Resource table is 0.

Deleted flag in Resource table was modified from 1 to 0 from the backend, breaking data integrity.

In such cases, a new resource needs to be created in Changepoint.
