Project Budget Services line is showing rate=0 and 100 percent discount

QUESTION:
When populating task assignments into a budget, the billing rate is set to 0 and the discount to 100%. We have checked that the rate is >0 but in the budget it appears as 0.

ANSWER:
The billing rate in the budget is set to 0 when the task is not billable.

Set the task to billable if the rate should show up in the budget.
