User management restrictions don't save (2012)

SYMPTOMS

When accessing user management restrictions and making changes for a resource, these do not get saved. Next time the page is accessed, no workgroups are selected for this resource.

RESOLUTION

User management restrictions can only be defined for resources that show 'Restricted' in the access column. The resources that have 'Full Access' (i.e. those with the feature to access system manager) always have user management access to all workgroups and it is not possible/not necessary to configure access per workgroup.
