Planned hours change when switching a project's fiscal period

We have Project Managers who like to switch back and forth between monthly and weekly fiscal views. Monthly view to see more of an overview of the project, and then switch to get a more refined plan. We have noticed that each time this field is switched, there is an unpredictable change in the planned hours in the worksheet. Is there an explanation for this? 


Each time the fiscal periods are switched, the effort is re-distributed between the planned start/finish dates. The alternative is to use reporting or RMW, if users wish to see the allocations in another set of fiscal periods.
