If I delete a previously synchronized artifact in one of my repositories and do not want it to be recreated, is there any way to 'blacklist' it in Hub?

No. This is not currently possible in Planview Hub.

You will continue to receive error messages when the remaining artifact is modified. You can cancel an individual error, but you cannot blacklist an entire artifact to prevent errors from showing up in future. This was a conscious decision made when the ‘recreate’ feature was implemented, to allow for better traceability and troubleshooting.
