How to use Ideate, Create, Release and Operate Phases

Overview

Delivering customer value doesn’t begin with code—and it doesn’t end with deployment. To improve speed, efficiency, and outcomes, we need to understand the full flow of work across four key phases: Ideate, Create, Release, and Operate. These phases, defined in the Flow Framework® and supported by Planview Viz, represent the end-to-end lifecycle of a product or feature.

  • Ideate captures upstream activities like planning, prioritization, and intake.

  • Create covers design, development, and testing—the hands-on work of building solutions.

  • Release focuses on getting value ready for production, including approvals and deployments.

  • Operate reflects how work performs in the real world, including monitoring and incident response.

Breaking down Flow Time into these phases allows organizations to pinpoint where delays are occurring and take targeted action. Whether you're experiencing slow intake, overloaded development teams, or release bottlenecks, this phased view helps make work visible, measurable, and improvable across the product lifecycle.
